Abstract
This is a very sentimental project that I have implemented from what I have studied and worked on. This is about Morotai Island Regency, where my parents live right now. I saw that this regency has great potential that is not put to good use, proved by poverty.
The method is from literature review, personal observation, and interviews with the locals. From the information that is gathered, the study focuses on the main problems that are considered urgent.
The government’s development plan was analyzed to determine its suitability with the existing condition. Since many aspects should be taken into account, a scoring method in suitability assessment is used. From the scoring, a conclusion is generated as a guide for urban planning.

LAND USE
The transportation system mostly depends on Trans Morotai, a national road that circles Morotai Island. This region consists of five districts. The village centers have almost the same distance from each other.
The slope in Morotai Island Regency is relatively steep, with the level of steepness getting higher towards the center of the island. Therefore, most of the settlement is on the gentler slope, which is near the coastal area.

Settlements in Morotai Island Regency can be categorized in two. The first one is settlements far from the coastal area. This settlement consists of a palm field and farm, with a distance between buildings relatively far. The people mostly work as farmers. The second one is settlements that have denser buildings. This settlement is the heart of the market, located between the ocean as the main access to the outside and the palm field. The densest buildings are located on the intersection road between Trans Morotai and the road that primarily connects between port and palm field. Some of the goods are delivered from the port, but sometimes the goods also come from the farm. That is why this area is very strategic for trade. On very rare occasions, some people use barter transaction systems. This can happen usually if both parties have close relationships and trust in each other.
In 2014, the national government declared Morotai Island Regency as a special economic zone. The national government is already aware of this region’s challenges and its potential resources. There is an ongoing project that will be focusing on the hospitality, tourism, and fishing industry
The table will identify SEZ Vision and the reality condition. The analysis will be focused on how the vision and the reality are suitable for each other. The score will be provided as a suitability assessment with its meaning below:

The SEZ project is great in the economic and business sector by maximizing the land’s potential. However, this project might not be inclusively suitable for the local people. With proper planning and execution, the project can bring prosperity to the land and the people. On the other hand, it will take a lot of time and money to improve local human resources. With outsourcing human resources, the business can be grown well due to the land potential. But that is not the point of making a Special Economic Zone. If not done well, the project can end up being an “exploitation” of the land and ignoring the local people.
