Abstract

The urban planning focuses on only one capital district that was considered crucial for Morotai Island Regency’s economic development. From further analysis, Bere Bere is chosen since it will be the main center of the fishing industry. In multi-criteria analysis, we found the main problems that can be solved with strategic actions. From there, the recommendation for the process of transformation is developed.

The urban design will represented with 3 local areas with unique characteristic but also integrated with each other. There will be some guidelines and principal section to support the design process.

Bere Bere is the capital of the North Morotai district that is planned to focus on the fish industry. Although the need for the fish industry in Morotai is very high, this area is not ready for it since the population is still low. This area is lack facilities that made people want to settle. Furthermore, this area is relatively far away from Daruba, the capital of the regency that has the most comprehensive facilities and living needs. To fulfill the spatial plan, Bere bere should have well-provided facilities to make sure that people can live there sufficiently. After having a decent population with an adequate lifestyle, the industry could enter the area so that it can work productively.

3 Main Problems from Multi Criteria Analysis
Coastal settlements with no setback

There are a lot of settlements that are located on the coast of the sea with no setbacks. This will weaken the dyke and can be dangerous for the dwellers if abrasion happens. Furthermore, the majority of the people harbor some habits of polluting the ocean and river with litter and household waste. With this, there should be a regulation for river and sea setbacks for further development to improve water quality in both rivers and oceans.

Underdeveloped infrastructure

This district does not have a great infrastructure in terms of road accessibility and public facility. With a lack of infrastructure, this district is very unappealing for people to settle in. This makes people in productive age leave the district and try to find a better opportunity in a bigger district or city.

Far from capital regency

Bere Bere is far away from Daruba, the capital of Morotai Island Regency. People in all districts have to go to Daruba to get their resources since Daruba has better access in terms of importing goods from other islands. This is why Bere-bere has limitations to access resources that its people need.

Connectivity

One of the most essential in Bere Bere development is the road infrastructure. Since most of the mobility comes from motor vehicles, the district should be facilitated with old road maintenance and new road development.

Water Quality Improvement

There is a need for improving water quality in both river and sea is needed before the population rise to an uncontrollable amount. There should be regulation that controls the setbacks for both rivers and sea. The sea should have to protect the district from abrasion.

Targeted Settlement

To make a systematic economy, all of the settlements should have a theme as their main occupation. With Bere Bere, the theme will be either farming or fishing. the farming-oriented settlement will be located on the inner side of the island, while the fishing-oriented settlement will be located on the coast side.

Well Provided District

To make a well provided district, both farming and fishing-oriented settlements can collaborate to support the needs for food by having community cooperation. Public facilities should be developed to support the district’s needs in other aspects.

Port Development

There should be a development for a port so that it will be more accessible for the district to import and export goods. Community ports that have existed should be facilitated to encourage people in the fishing-oriented settlement to do their work productively.

Industry Development

There should be more industrial zone to generate job opportunities. With the fishing and tourism industries, two of the strongest aspects for Bere Bere, the district will get the opportunity to have a great economy and develop to be a greater district.
